Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 391 - Small Rural Electric Cooperatives - Reporting, Compliance, and Exemption.

This bill authorizes specified small rural electric cooperatives to satisfy requirements for reporting specified information to the Public Service Commission by submitting copies of reports submitted to specified other units; authorizes the submission of specified estimates prepared using specified formulas for specified purposes; and exempts these small rural electric cooperatives from a long-range planning requirement.

Senate Bill 547, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 391.
