Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 649 - Natural Resources - Maryland Provisional Chesapeake Bay Charter Boat Permit.

This bill requires the Department of Natural Resources (DNR) to establish a Maryland Provisional Chesapeake Bay Charter Boat Permit valid only for operating a vessel for charter fishing trips originating from the tidal waters of Virginia or the Potomac River. A permit fee is not specified and the permit is nontransferable. The bill authorizes the DNR to adopt implementing regulations.

Senate Bill 301, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 649.
