Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed House Bill 797 - Electricity - Universal Service Program - Extension and Funding.

This bill continues the electric universal service charge at a specified level for specified purposes; provides assistance for the retirement of specified arrearages for specified electric customers; authorizes the waiver of a specified income eligibility limitation for specified electric customers; and requires the Public Service Commission to make recommendations based on specified factors in a report each year to the General Assembly.

Senate Bill 504, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign House Bill 797.
