Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland Constitution, today I have vetoed Senate Bill 549 - Emergency Telephone System - Wireless Enhanced 911 Service.

This bill: (1) requires the Emergency Number Systems Board to develop, and publish a plan for the deployment of a "Wireless Enhanced 911" system by July 1, 2004; (2) increases the State accessible service subscriber fee from 10 cents per month to 25 cents per month, and increases the maximum additional monthly charge that may be assessed by a county from 50 cents to 75 cents; and (3) alters the membership of the Emergency Number Systems Board.

House Bill 780, which was passed by the General Assembly and signed by me, accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate Bill 549.
