Synopsis:

Requiring the MVA to issue a certificate of title without a certificate of inspection issued by a county police department or the Department of State Police if the vehicle is a specified age or was released from a police impound lot within a specified period; requiring a county police department or the Department of State Police to issue an inspection certificate without conducting an inspection if they cannot schedule an inspection appointment within a specified time period or miss a scheduled inspection appointment; etc.
