Synopsis:

Prohibiting a unit of State government, a political subdivision of the State, or a person doing business in the State from accepting as proof of identity a consular registration card issued by a foreign government to one of its nationals living in the United States unless the card is accompanied by a valid visa or Permanent Resident Card issued by the United States.
