Synopsis:

Requiring that in-State undergraduate student enrollment at an institution of the University System of Maryland, excluding the University of Maryland University College, be at least 75% of the institution's total undergraduate student population; and requiring the Board of Regents of the University System of Maryland to establish a program to encourage institutions to increase undergraduate student enrollment.
