Requiring the Motor Vehicle Administration to impose a restriction on learner's instructional permits and provisional driver's licenses that prohibits permit holders or licensees from using specified interactive wireless communication devices while operating a motor vehicle; providing for an exception for contacting a 9-1-1 system; etc.
