Authorizing the creation of a State Debt not to exceed $209,000, the proceeds to be used as a grant to the Board of Directors of Franklin Square Hospital Center, Inc. for the planning, design, renovation, expansion, repair, construction, and capital equipping of the emergency department including emergent, urgent, and acute care of pediatric patients, located in Baltimore; etc.
