Synopsis:

Requiring the Department of the Environment, on or before October 1, 2005, to establish an electronic waste recycling system that includes electronic waste collection and recycling facilities; providing qualifications for electronic waste collectors and recyclers; requiring the Department to give preference to specified existing collectors and recyclers; requiring the Department to adopt regulations regarding the qualifications for electronic waste collection and recycling facilities; etc.
