Synopsis:

Prohibiting in Harford County a Class A (off-sale only) or Class D (tavern) beer, beer and light wine, or beer and wine and liquor license from being issued, except by way of renewal, to persons, corporations, or limited liability companies that hold an alcoholic beverages license in any other state or in Washington, D.C.
