Synopsis:

Repealing the right of a person to not be compelled to submit to a test for alcohol, drugs, or controlled dangerous substances under specified circumstances; making a refusal of a person to submit to a test for alcohol, drugs, or controlled dangerous substances under specified circumstances a misdemeanor; providing for specified penalties; requiring the Motor Vehicle Administration to assess a specified number of points against the driver's license of a person who is convicted of refusing to submit to a test; etc.
