Requiring the primary procurement units to develop, implement, and administer an alternative dispute resolution pilot program for construction contract claims; authorizing parties to a claim to mediate during a specified time period if both parties agree; requiring parties to a claim to mediate at the discretion of the contractor after a specified time period has expired; establishing procedures for the selection of a mediator under the pilot program; etc.
