Synopsis:

Authorizing the Department of the Environment to adopt specified rules and regulations; requiring such rules and regulations to set application fees for specified permits and licenses; requiring the Department to consult with specified persons when adopting such rules and regulations; establishing the Wetlands and Waterways Programs Fund and mandating that it receive specified funds; requiring owners of specified marinas to pay a specified fee to the State; etc.
