Synopsis:

Providing that a District Court judge is subject to specified provisions regarding the forwarding of specified applications for statements of charges; authorizing specified judicial officers to take action on or forward to a State's Attorney a copy of an application filed in the District Court and requested by specified persons that a statement of charges be filed against specified persons alleged to have committed an offense; etc.
