Synopsis:

Providing that specified retention proceeds may not exceed a specified percentage of specified contracts or specified payments under specified circumstances; providing that specified retention proceeds may exceed a specified percentage of specified payments if specified owners reasonably determine that the performance of specified contractors provides reasonable grounds for withholding specified amounts; etc.
