Defining "adequate education"; requiring that State performance plans include the requirement to provide an adequate education and that county boards of education describe strategies that will be used to provide an adequate education; requiring that the State Superintendent of Schools review plans of local school systems relating to the requirement to provide an adequate education; authorizing the State Board to withhold funds from county boards that fail to provide an adequate education; etc.
