Synopsis:

Allowing an individual to transfer tax credits for preservation and conservation easements to an individual or corporation under specified circumstances; authorizing an individual or corporation to whom a credit is transferred to claim a credit against the Maryland income tax under specified circumstances; applying the Act to tax years after 2003; etc.
