Nonviolent Drug Offenders - Drug Treatment Alternative to Incarceration

Synopsis:

Requiring a court to require each defendant who is convicted for a first or second violation of a specified drug-related crime to undergo an evaluation of eligibility for drug treatment by an alcohol or drug counselor; requiring a court to commit to the Department of Health and Mental Hygiene a defendant for drug treatment as a condition of probation instead of incarceration under specified circumstances; etc.
