Establishing a Task Force on the Compatibility of State and Local Police Communication Systems; requiring the Task Force to study the issue of compatibility between the communication systems of State and local police departments and make recommendations regarding the creation and implementation of a plan to ensure communication compatibility; establishing the membership of the Task Force; requiring that Task Force members be appointed by June 30, 2004; requiring the Governor to designate a chairman of the Task Force; etc.
