Establishing a Task Force on 9-1-1 Call Routing to Local Law Enforcement Agencies; requiring the Task Force to study the issue of automatically routing calls received over the 9-1-1 system directly to the local law enforcement agency that is responsible for responding; establishing the membership of the Task Force; requiring that Task Force members be appointed by June 30, 2004; requiring the Governor to designate a chairman of the Task Force; etc.
