Synopsis:

Prohibiting contracts that provide telephone service for inmates from providing a commission or other revenue for the State or a local government after a specified date; prohibiting the State or a local government from receiving a commission after a specified date; requiring the inmate telephone contracts to provide a decreased rate of commission or revenue for the State or a local government each fiscal year up to a specified date; and requiring a reduction in charges for inmate telephone calls under specified circumstances.
