Synopsis:

Requiring a hunting license stamp to hunt or chase furbearing mammals under specified circumstances; requiring specified persons to have a certificate of trapper education or furbearer chasing; requiring the Department of Natural Resources to provide for courses in trapper education and furbearer chasing; providing for a fee for the stamps and for exemption from the fees; allowing nutria to be killed by individuals without the stamps at any time under specified circumstances; etc.
