Authorizing the creation of a State Debt not to exceed $1,000,000, the proceeds to be used as a grant to the Board of Directors of The Children's Home, Inc. for the construction of a diagnostic treatment facility to serve as the triage component of the existing residential and community-based services provided by The Children's Home, located in Catonsville; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
