Synopsis:

Prohibiting a merchant from requesting a consumer report on a consumer from a consumer reporting agency prior to the execution of a contract for the purchase of consumer goods or consumer services between the merchant and the consumer unless specified conditions are met; providing that a violation of the Act is an unfair or deceptive trade practice within the meaning of the Maryland Consumer Protection Act and is subject to the enforcement and penalty provisions contained in the Maryland Consumer Protection Act; etc.
