Synopsis:

Establishing a limit on total outstanding consolidated transportation bonds, bonds of prior issues, and specified other debt incurred by the Department of Transportation; requiring the General Assembly to establish an annual limit on outstanding transportation bonds, bonds of prior issues, and specified other debt instruments and funds borrowed; reducing the maximum term for special transportation project revenue bonds; etc.
