Requiring the Maryland Transit Administration (MTA) to follow specified procedures and comply with specified requirements prior to entering into a privatization contract to perform mass transit services; requiring a privatization contract to meet specified criteria; authorizing MTA employees or their representatives to submit a bid to perform mass transit services; requiring the MTA to certify to the State Comptroller specified information; etc.
