Human Cloning Ban and Stem Cell Research Protection Act of 2004

Synopsis:

Prohibiting a person from conducting or attempting to conduct human cloning; prohibiting a person from shipping products of nuclear transplantation to or from the State or from exporting an unfertilized blastocyst to a foreign country that does not prohibit human cloning; prohibiting somatic cell nuclei from being transplanted into a specified type of oocyte; prohibiting an unfertilized blastocyst from being maintained for more than 14 days after its first cell division; etc.
