Requiring the Department of Health and Mental Hygiene to develop a New Freedom Initiative Plan to close the Rosewood Center; requiring the Plan to provide for the transition of all Rosewood Center residents to community-based services; requiring the Department to implement the Plan on or before a specified date; requiring the Comptroller to transfer specified amounts from the Community Services Trust Fund to the General Fund; requiring the transferred funds to be repaid over a specified period; etc.
