Requiring the Governor to include in the annual budget submission for
specified fiscal years for public senior higher education institutions
an increase in the amount of general fund State support of 5% per
full-time equivalent resident student; limiting for certain academic
years, to no more than 4%, the amount of the annual increase in
tuition that may be charged each academic year to a resident
undergraduate student at a public senior higher education institution
in Maryland; etc.
