Establishing a Task Force to Study the Impact of Methadone Clinics on Surrounding Communities and Businesses; establishing the membership of the Task Force; requiring the chairman of the Task Force to be elected from among its members; providing that the Task Force shall be staffed by the Department of Health and Mental Hygiene and the Department of Legislative Services; establishing duties of the Task Force; requiring the Task Force to report its findings and recommendations by December 1, 2004; etc.
