Requiring the Department of Human Resources to consider specified criteria before issuing licenses; requiring the Special Secretary for the Office of Children, Youth, and Families, in consultation with the Department of Human Resources, the Department of Health and Mental Hygiene, and the Department of Juvenile Services to conduct a study, develop a plan, and report by January 1, 2006; making providions of the Act severable; etc.
