Requiring the State Department of Education to reduce the number of inmates on the waiting list for educational programs in correctional institutions over a specified period beginning in a specified fiscal year; requiring the State Department of Education to create a specified plan to use specified resources in support of a reduction of the number of inmates on a specified waiting list; requiring the plan to include specified information; requiring the Governor to include specified funds in the annual budget; etc.
