Establishing the Marriage Promotion Program and the Marriage Promotion Fund to be administered by the Department of Human Resources; establishing the purpose of the Marriage Promotion Program; establishing that the Marriage Promotion Fund consists of at least $250,000 in general funds; authorizing specified community-based organizations to apply for a marriage promotion grant; etc.
