Synopsis:

Providing that a specified requirement that specified instruments of writing include a description of the total payment to the transferor applies only to transfers for which a specified payment is required; altering the requirement to require the total payment to be described in a specified affidavit; requiring the clerk of the circuit court to indicate on the deed or other instrument of writing that the affidavit has been received and keep the affidavit in a file separate from the public land records; etc.
