Synopsis:

Authorizing the creation of a State Debt in the amount of $100,000, the proceeds to be used as a grant to the Mayor and City Council of Baltimore City for the planning and design of a trail to be located along the Western Run stream in Baltimore City for people to use for activities such as walking, hiking, and biking, and to be used as a link between neighborhoods, businesses, schools, and parks; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
