Synopsis:

Authorizing the creation of a State Debt not to exceed $750,000, the proceeds to be used as a grant to the Board of Directors of the Great Blacks in Wax Museum, Inc. for the acquisition, demolition, repair, renovation, expansion, reconstruction, and capital equipping of properties along East North Avenue for use as part of the Great Blacks in Wax Museum and associated facilities; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
