Synopsis:

Requiring the Baltimore City Board of School Commissioners to submit quarterly financial statements with the State Superintendent of Schools; authorizing the State Superintendent to require the Board of School Commissioners to submit a cost containment plan and specified reports if the Board has expenditures and debits that exceed its revenues by 1.5% or more; authorizing the State Superintendent to withhold specified State education funds from the Baltimore City Public School System under specified circumstances; etc.
