Authorizing the creation of a State Debt not to exceed $500,000, the proceeds to be used as a grant to the County Executive and County Council of Baltimore County for the acquisition and demolition of an abandoned gas station, and for the planning, design, site preparation, and construction of a Towson Center Greenspace, located in Towson; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
