Authorizing the creation of a State Debt in the amount of $1,200,000, the proceeds to be used as a grant to the Mayor and City Council of Baltimore City for the planning, design, construction, and capital equipping of a building on the existing playground to be used as a gymnasium for the children of Baltimore City, located in Baltimore City; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
