Synopsis:

Repealing the insurance premium tax imposed on health maintenance organizations and managed care organizations; repealing provisions that include in the premiums to be taxed specified amounts paid to a health maintenance organization or a managed care organization; authorizing specified premiums to be allowed as specified deductions from specified gross direct premiums; making the Act contingent on the taking effect of another Act; etc.
