Authorizing the creation of a State Debt in the amount of $100,000, the proceeds to be used as a grant to the Board of Trustees of the Chesapeake Center for the Creative Arts, Inc. for the repair, renovation, reconstruction, and capital equipping of the center's gallery, main stage, classrooms, black box theater, street and pedestal signs, and office, located in Brooklyn Park; providing for disbursement of the loan proceeds; establishing a deadline for the encumbrance or expenditure of the loan proceeds; etc.
