Requiring 60% of the revenues allocated to the State Used Tire Cleanup and Recycling Fund to be allocated to the Scrap Tire Collection and Disposal Fund; requiring the Maryland Environmental Service to establish the Scrap Tire Collection and Disposal Program; establishing the purpose of the Program; establishing the Scrap Tire Collection and Disposal Fund as a special nonlapsing fund; stating the purpose of the Fund; etc.
