Synopsis:

Proposing an amendment to the Constitution of Maryland to require the General Assembly to make provision for runoff elections for specified offices under specified circumstances; requiring that a runoff election be limited only to specified candidates; and submitting this amendment to the qualified voters of the State of Maryland for their adoption or rejection.
