Authorizing the creation of a State Debt not to exceed $200,000, the proceeds to be used as a grant to the Board of County Commissioners of Caroline County for the reconstruction, renovation, repair, and capital equipping of the National Guard Armory to include restoration of the historic window and renovation of the electrical equipment and the HVAC, for continued use as a community center, located in Denton; providing for the disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
