Synopsis:

Providing that specified design activities do not disqualify an individual from participating in or assisting others in participating in specified procurements; requiring the Maryland Department of Transportation to report to specified persons by September 30, 2005, regarding the implementation of the Act; and providing for the termination of specified provisions of the Act.
