Establishing the Chesapeake Bay Watershed Restoration Fund in the Department of the Environment; imposing an environmental surcharge on users of wastewater facilities; providing for the amount and collection of the surcharge; specifying the components, uses, and status of the Fund; establishing a Watershed Restoration Fund Advisory Committee; specifying the committee's composition and duties; etc.
