Synopsis:

Establishing the Teacher Effectiveness Pilot Program; requiring the State Department of Education to design and implement the Program; requiring staff from the Department to assemble a technical review panel, establish a system of data collaboration, develop teacher effectiveness indicators, and utilize these indicators to compare data from various years of the Program; requiring the Department to select five local school districts to participate in the Program; requiring the Department to fund the Program through grants; etc.
