Expanding the scope of specified provisions of law governing collective bargaining to include faculty of Baltimore County community colleges; requiring the Board of Community College Trustees for Baltimore County to adopt procedures for faculty to participate in the formulation of specified policies and to recognize specified rights of faculty; and providing that the Act does not authorize a strike by faculty.
