Establishing the Laptop Computer Pilot Program in the State Department of Education; stating the purpose of the Pilot Program; limiting the application of the Act to Montgomery County and Baltimore City; requiring the Pilot Program to provide a laptop computer to 6th grade students in one school in each of the two districts; requiring the State Board of Education to establish specified eligibility and reporting criteria; etc.
